Gandhinagar: After the cancellation of the examination of Std-12 students, the result of the students will be prepared as per the pattern announced by the Board of Education.  The board has decided to re-examine the students who are dissatisfied with the result so that they can improve their marks.  According to which the student has to submit his result before the board within 15 days after the result of standard-12 is declared.  Such students will then be examined separately by the board.  However, it is learned that the date of the examination has been decided to be announced by the board later.




 The committee was formed to announce the results of Std-12 students after the state government announced the cancellation of their examinations.  This committee presented its formula to the Board of Education and then the Board of Education instructed to prepare the result of Std-12 by determining 50% weightage of Std-10, 25% weightage of Std-11 and 25% weightage of Std-12.  Gave.  Accordingly, action has been taken by the schools to prepare the result.  However, according to the formula prepared by the board, a decision has been taken by the board regarding the students who are dissatisfied with the result after the result has been declared.  Students who are not satisfied with the result will be able to submit their result to the office of the Board of Education within 15 days after the result is published.  The Board of Education has decided to conduct separate examinations for such students.  The program will be announced later, the sources said.  Thus, after the result of Std-12, the student will be given an opportunity to improve his result.


 It may be mentioned here that even in Std-10, the government had announced to give mass promotion to all students.  Even after this announcement, provision was made that students who were not satisfied with the result could submit their result to the board office within 15 days and re-sit the examination.  Similarly, for the students of Std-12, as the board has decided to conduct the examination after submitting the result according to the same pattern, now the students will be able to retake the examination to increase their marks even after the result is declared.

During the first three months of 2005, the U.S. dollar is up approximately five percent against both the yen and the euro. The gains for the dollar should be considered significant when considering the United States still faces a growing trade imbalance. So far this year, currency traders have shifted their focus from the United States' large trade and current account shortfalls toward the higher rates of returns being offered on U.S. debt. The recent strength shown in the dollar has somewhat shifted sentiment within the financial markets about the future direction of the currency. A Bloomberg survey released earlier this week shows that the major currency traders expect to see dollar weakness resume later in the year, but the sentiment among dollar bears is much weaker than it was at the start of the year.


The strength shown in the U.S. currency thus far in 2005 should prove to be short-lived. The strong Gross Domestic Product (GDP) growth during the past eighteen months will begin to show signs of moving closer to more normal levels over the next couple months. The signs of a slower economic growth will likely cause a shift in sentiment among currency traders toward the more fundamental problems facing the U.S. economy. The United States trade and current account deficits show no signs of retreating anytime soon. In fact, we expect the coming trade figures to show further deterioration in the balance of trade over the next few months. The major industrialized nations outside of the United States continue to experience anemic economic growth. This continues to place further pressure on the U.S. dollar as the United States consumer continues to buy goods produced in Europe, Japan, and China.


While we expect the dollar to resume its gradual fall against most major currencies, the major wildcard in our forecast is of course China. Recent information coming from China's top decision makers indicates the Chinese are in no hurry to adjust the current value of the Yuan-Dollar relationship. Should any talks of a possible revaluation emerge later in the year, the downward pressure on the U.S. dollar would quicken as currency traders would buy the Japanese yen, and other freely traded Asian currencies, that would likely benefit from a revaluation.

SSA Gujarat Aadhar Dise

Gujarat State implemented Aadhaar Enabled DISE – Child Tracking System for collection of Student-wise information for Elementary Schooling of Class I – VIII since January 2012.
Aadhaar Enabled DISE is deployed with a concept adopted from UIDAI to build database of students along with child wise record with Student Name, Parents Name, Date of Birth, Address, incentives & benefits received from Government. The same database use by State to conduct child wise evaluation under Gunotsav program. Each year, existing records are being updated and new entrants in Class I are being entered under the system.

Dropout of children from schools, their absenteeism, performance of government schools and its teachers have a sledgehammer impact on primary education in various states, including Gujarat that is not known to have an impressive track record. But, things seem to be changing in Gujarat. Conceived in December 2012, the state government has from the June 2014 academic year put into practice a child education tracking system by assigning a digitised Unique Identification code number to all the whopping 87 lakh students between standard 1 and standard 8.

Pradhan Mantri Shram Yogi Maan-dhan yojna (PM-SYM)


Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) to ensure old age protection for Unorganised Workers.


The unorganised workers mostly engaged as home based workers, street vendors, mid-day meal workers, head loaders, brick kiln workers, cobblers, rag pickers, domestic workers, washer men, rickshaw pullers, landless labourers, own account workers, agricultural workers, construction workers, beedi workers, handloom workers, leather workers, audio- visual workers and similar other occupations whose monthly income is Rs 15,000/ per month or less and belong to the entry age group of 18-40 years. They should not be covered under New Pension Scheme (NPS), Employees’ State Insurance Corporation (ESIC) scheme or Employees’ Provident Fund Organisation (EPFO). Further, he/she should not be an income tax payer

2. Features of PM-SYM: It is a voluntary and contributory pension scheme, under which the subscriber would receive the following benefits :
(i) Minimum Assured Pension: Each subscriber under the PM-SYM, shall receive minimum assured pension of Rs 3000/- per month after attaining the age of 60 years.
(ii) Family Pension: During the receipt of pension, if the subscriber dies, the spouse of the beneficiary shall be entitled to receive 50% of the pension received by the beneficiary as family pension. Family pension is applicable only to spouse.
(iii) If a beneficiary has given regular contribution and died due to any cause (before age of 60 years), his/her spouse will be entitled to join and continue the scheme subsequently by payment of regular contribution or exit the scheme as per provisions of exit and withdrawal.


3. Contribution by the Subscriber: The subscriber’s contributions to PM-SYM shall be made through ‘auto-debit’ facility from his/ her savings bank account/ Jan- Dhan account. The subscriber is required to contribute the prescribed contribution amount from the age of joining PM-SYM till the age of 60 years. The chart showing details of entry age specific monthly contribution is as under:

4. Matching contribution by the Central Government: PM-SYM is a voluntary and contributory pension scheme on a 50:50 basis where prescribed age-specific contribution shall be made by the beneficiary and the matching contribution by the Central Government as per the chart. For example, if a person enters the scheme at an age of 29 years, he is required to contribute Rs 100/ - per month till the age of 60 years an equal amount of Rs 100/- will be contributed by the Central Government.

5. Enrolment Process under PM-SYM: The subscriber will be required to have a mobile phone, savings bank account and Aadhaar number. The eligible subscriber may visit the nearest Common Services Centres (CSC eGovernance Services India Limited (CSC SPV)) and get enrolled for PM-SYM using Aadhaar number and savings bank account/ Jan-Dhan account number on self-certification basis.
Later, facility will be provided where the subscriber can also visit the PM-SYM web portal or can download the mobile app and self-register using Aadhar number/ savings bank account/ Jan-Dhan account number on self-certification basis.

6. Enrollment agencies: The enrolment will be carried out by all the Common Services Centres. The unorganised workers may visit their nearest CSC along with their Aadhar Card and Savings Bank account passbook/Jandhan account and get registered themselves for the Scheme. Contribution amount for the first month shall be paid in cash for which they will be provided with a receipt.

7. Facilitation Centres: All the branch offices of LIC, the offices of ESIC/EPFO and all Labour offices of Central and State Governments will facilitate the unorganised workers about the Scheme, its benefits and the procedure to be followed, at their respective centers.

11. Default of Contributions: If a subscriber has not paid the contribution continuously he/she will be allowed to regularize his contribution by paying entire outstanding dues, along with penalty charges, if any, decided by the Government.

12. Pension Pay out:Once the beneficiary joins the scheme at the entry age of 18-40 years, the beneficiary has to contribute till 60 years of age. On attaining the age of 60 years, the subscriber will get the assured monthly pension of Rs.3000/- with benefit of family pension, as the case may be.

13. Grievance Redressal: To address any grievances related to the scheme, subscriber can contact at customer care number 1800 267 6888 which will be available on 24*7 basis(to be effective from 15 Febraury 2019). Web portal/ app will also have the facility for registering the complaints.

14. Doubt and Clarification: In case of any doubt on the scheme, clarification provided by the JS & DGLW will be final.

 The experts include Kiran Majumdar-Shaw, founder of Biocon, a biopharmaceutical company in India, and renowned surgeon Dr Devi Shetty.


 Experts have recommended that governments work on eight issues for preparations before the Corona case escalates again.


 1. Essential health services should be decentralized.  The same approach is not suitable for all as corona cases and health services vary at the district level.


 2. The cost of all essential health services such as ambulance, oxygen, essential medicines and treatment in hospitals should be determined at the border and a transparent national value policy should be formulated.  Hospital treatment should not be financially burdensome and the cost of all should be borne by existing health insurance plans.


 3. Clear, evidence-based information regarding the operation of Covid-19 should be further elaborated and implemented.  This information should include international guidelines in local language for home-based supervision and treatment, first aid and treatment in district hospitals, including local conditions and clinical practice.


 4. All human resources present in all sectors of the health system, including the private sector, should be prepared for the fight against Covid-19.  They must have adequate resources for this fight, such as equipment for their own protection, guidance for the use of clinical interventions, insurance and collaboration for mental health.


 5. To make better use of existing vaccine doses, state governments should give preference to different groups for corona virus vaccine.  As the supply of vaccines increases, so does its scope.  Vaccination is in the public interest.  It should not be left to the market system.


 6. The fight against Kovid-19 should focus on working with community unity and people's participation.  Civil society working at the ground level has played a very important role in people's participation in health care and other development activities, such as strengthening the fight against COVID-19 in big cities like Mumbai.


 7. There should be transparency in government data collection and modeling to actively prepare districts in view of the fear of increase in corona cases in the coming weeks.  Health workers need data on different age and gender statistics in Covid-19 cases, hospital admissions and mortality rates, community-level coverage of vaccinations, community-based tracking of treatment protocol effectiveness, and long-term outcomes.


 8. Stopping work and going to work has increased the hardships of the people and also increased the risk to health, which can be reduced by transferring cash to the workers.  Some state governments have done so.  Employers in the formal sector must retain all workers in employment regardless of the status of the existing contract.  The government should have a commitment to compensate these companies when the economy gets on track.

There is good news for employees.  Now they are going to get relief in working hours and days.  The government is soon considering giving four days job instead of five days a week and 3 days leave instead of two days.  This will be possible in the coming days under the new labor laws made in the country.  On the other hand, the Central Government has increased the Travel Allowance (TA) from 60 days to 180 days.  It will be implemented from 15 June 2021.  In March 2018, the central government reduced the time limit for TM claims on retirement from 1 year to 60 days.  The decision has been taken after several government departments were asking to increase the limit.

 In the new Labor Code, this option will also be included in the rules, on the basis of which the company and employees can make a decision by mutual consent.  Under the new rules, the government has increased working hours to 12.  The maximum working hours limit is 48 hours per week, in which case the number of working days can be reduced.

 The new draft law proposes to increase the maximum working hours to 12.  In the draft rules of the code, there is a provision to include additional work between 15 and 30 minutes in overtime by calculating 30 minutes.  Under the current rule, less than 30 minutes is not considered eligible for overtime.  The draft rules prohibit any employee from working continuously for more than 5 hours.  Employees have to rest for half an hour every five hours

 Salary will decrease and PF will increase



 According to the new draft rule, the basic salary should be 50% or more of the total salary.  This will change the pay structure of most employees.  Home pay can be reduced and the amount of PF can be increased.  After the implementation of the new pay code, employers will have to pay the employee 50 per cent of the CTC as basic pay.  This will increase the contribution of employees towards other components like PF and gratuity.  Bonuses, pensions, convention allowances, house rent allowances, housing benefits, overtime, etc. will be deducted when the new pay code comes into force.  Companies have to ensure that some of the other components included in the CTC other than the basic salary should not exceed 50 per cent and the remaining half should be the basic salary.

 It is unclear which subjects of Std.10 are to be considered in the result of Std.12 general stream


 Possibility to take into account the merits of mathematics and sociology in the general stream


 Gandhinagar: In the formula announced by Gujarat Secondary and Higher Secondary Education Board, the weightage of standard 10 result has been kept at 50 percent.  However, the teachers are confused as the Gujarat Board of Secondary Education, like CBSC, has not decided which subject marks to count for this weightage.  However, the board has planned to take into account the marks of Std-10 Mathematics and Science for the students who are in Std-12 Science.  Since there are more than 100 subjects in commerce, there is confusion about how to determine its formula.  According to sources, the formula is being finalized for those in the general stream to take into account the marks of mathematics and sociology and the marks of language and sociology in the arts.


 The Gujarat Board of Secondary and Higher Secondary Education had decided to cancel the standard 10 and 12 examinations due to corona.  However, after this decision, there was outrage among the repeater students against the decision to give mass promotion only to regular students.  It was announced by the board that all the regular students of Std-10 will pass and the examination will be held for the repeater students after the situation becomes normal.  The situation of 3.62 lakh repeater students in Std-10 has become dire after this decision.  The board then issued guidelines for preparing the results of Std-12 students.  In which it was said that this formula will be for regular students only.  Due to which the condition of repeater students of standard-12 has become pitiable.


 Std.  -12 97 thousand in general stream and std.  No explanation has been given to the total 1.29 lakh repeater students who got 32 thousand in 12 sciences.  Repeater students will face difficulty as it has not been clarified whether repeater students will be examined.


 The Board is currently planning to consider the marks of Std-10 Mathematics and Science subjects for the result of Std-12 Science.  In the same way, for students taking Commerce subjects in Std-12 general stream, the marks of Mathematics and Sociology subjects can be taken into consideration.  While for students taking Arts subjects, marks of language and sociology can be taken into consideration.  Apart from this, it seems unlikely that the marks of other subjects will be considered.  Thus, it is learned that special vigilance will be taken to ensure that the students do not lose in Std-12 due to the result of Std-10.
