The first phase was to develop the Elite Fort and the second phase was to develop the Red Door Terminus on the lines of Heritage but the first phase of the Elite Fort was delayed so only the first phase work was done and the Central Government refused to grant the second phase due to delay. The second phase could not begin. The development plan of Lal Darwaja bus station was hanging.
